Teams

When one step calls for two or more actions, they run at once as a team. Their results share what's left of the window. Pages that don't fit are read by the Latent Swarm when it's on, or digested to what they say about the question when it's off. Identical repeated calls are caught, and a tool that keeps failing the same way is locked for the rest of the turn.
